AWS MLS practice exams: "Transfer Learning" Questions

I’m seeing 2 questions on the TD AWS MLS practice exams with respect to “transfer learning” that are confusing me:–

In one question:– TD says initialize all the weights with pre-trained weights except output layer (which makes sense)

And then in another question:- TD says init all weights in all layers w/ pre-trained weights

Which is correct? And can anyone elaborate on this a bit
