Hello, i cannot understand this thing, can someone help me?

Data must remain available even in the event of a regional outage.
“
But RA-GRS is wrong, the correct answer is GRS. With GRS data is stored in another region, but is not available, you cannot read it. Am i interpreting the question incorrectly?
