DNS Private Zones

I have a query regarding the exam question and suggested answer in the included image.

The answer suggests that TDVnet1 can be linked and registered to both Private Zones Manila.com and Davao.com

Are the questions and answers suggesting one or the other Private DNS, but not at the same time?

As linking and auto registering TDVnet1 to both at the same time would be against the rules of linking and auto registering.
