Rechecking of a question related to Networks

Based on my understanding to the question, the only requirement is the connectivity of the two instances on the same project with different regions. I cannot see any condition where we will be needing another VPC. The simplest way to achieve the objective is to edit the existing VPC and add a subnet for the new region, then create the VM using the new subnet. Since GCP VPC is global, subnets on the same VPC will surely reach each other.
