vCPU quotas

One question in the randomized tests section covers vCPU quotas. According to the explanations provided for this specific test, the quota only accounts for allocated VMs.

However, Microsoft’s official documentation (https://learn.microsoft.com/en-us/azure/virtual-machines/quotas?tabs=cli) suggests otherwise, which aligns with my understanding. It makes sense: even if you have 1,000 deallocated VMs, you could start them at any time, requiring the resources to be available.
