I think my answer should have been the right one since AWS charges for the VPN connection hours and data transferred through the VPN tunnel. AWS does not charge when an elastic IP is allocated to a running EC2 instance; it only charges for unused IPs.

According to the official AWS documentation, there is a charge for all Elastic IP addresses, whether they are in use (allocated to a resource like an EC2 instance) or idle (created in your account but unallocated).
