The main focus of this question is about improving the availability of the database and that incorrect answer is just a distractor. In addition, it does not address the key issue of the scenario.
There are certain levels of ambiguity in the exam that we are trying to mimic and incorporate into our own tests and this is an example of them. You have to be prepared to look for specific keywords or key phrases in order to find the most suitable answer.
