In the article you shared, we actually mentioned the following under the What are the New Topics that I should expect on the SAA-C03 exam? section:

The new exam also includes a lot of Machine Learning topics, such as Amazon Comprehend, Amazon Forecast, Amazon Fraud Detector, Amazon Kendra, Amazon Lex, Amazon Polly, Amazon Rekognition, Amazon SageMaker, Amazon Textract, Amazon Transcribe, Amazon Translate, and many more.

There are a lot of machine learning topics, and in the SAA-C03 exam, there are machine learning services that are in-scope and out-of-scope. The ones that we shared are correct and reflects what’s shown in the official SAA-C03 exam guide.

Same thing for Opsworks, it is clearly mentioned in the SAA-C03 exam guide that it is OUT OF SCOPE. You already mentioned that the out of scope items begins on page 15 and beyond. True enough, OpsWorks shows up on page 16 as it is one of the out-of-scope items.
