Given that logic, shouldn’t it be Yes Yes No? 4 vCPUs are being used. Adding VM4 takes that total to 6 vCPUs. Adding VM5 takes the total to 8 vCPUs. (all still within the limits). Adding VM6 is the only addition that takes it over the max of 15 (to 16), therefore it can’t be added. So, to recap:
VM4: Yes
VM5: Yes
VM6: No
