Thank you for posting and bringing up your concerns about this question.
Some changes to your virtual machine may cause downtime. For example:
- Changing the VM size or detaching a network interface requires the VM to be stopped and restarted (or deallocated), which will result in temporary downtime.
- On the other hand, actions like creating and attaching a new disk, moving the VM to a new resource group, or adding a Desired State Configuration (DSC) extension can be completed without any downtime.
We’re also working on updating the portal soon to reflect these details in alignment with Azure’s latest documentation.
