You seems to miss count the vcpu you said and I quote
” In the scenario, 12 vCPUs are already in use, with 4 vCPUs from VM1 (running) and 8 vCPUs from VM2 (stopped but deallocated). Azure includes both allocated and deallocated VMs when calculating the vCPU quota usage. In the questions there 2 vcpu for VM1 and 2 vcpu for vm2, adding vm4 and vm5 will make a total of 8 vcpus. You said there are 12 vcpu, which is wrong. Yes Azure bills you for either stopped, deallocated and running vcpus. But it does not said vcpu x2 = 4 for each vm as you stated. Please fix your answer
