You are correct that AWS Artifact provides access to AWS and select third-party compliance reports, allowing customers to configure notifications when new or updated compliance documents are published. However, the scenario in this question is focused on subscribing to and receiving notifications for datasets (such as risk metrics and threat intelligence feeds) rather than static compliance documents. AWS Data Exchange is the more appropriate service, as it is purpose-built to let customers discover, subscribe to, and automatically receive updates when ISVs publish new dataset revisions.
In short, AWS Artifact is best for accessing compliance documentation, while AWS Data Exchange is the right solution for dataset subscriptions and automated notifications in data-driven workflows.
