    I think there is some more cleanup of this question needed. The reasoning for VM4 being able to be provisioned is that there are still 11 vCPUs available (15 – 4 from VM1). This seems to be following the logic that deallocated VMs <u style=”font-weight: bold;”>do not count towards the total number of cores in the quota. If it is confirmed that deallocated VMs still count towards the quota (which is what I am finding as well), then the reasoning should state that VM4 can be created because the remaining vCPU quota in North Central US is 3 vCPU (15 (quota) – 4 (VM1) – 8 (VM2)). With the current wording, I was extremely confused why VM5 could not be provisioned as well, until I found this conversation. Having something in the answer explaining that deallocated VMs still count towards quota would be very helpful.
